Common Access Card (CAC) Feasibility Analysis
RMC prepared a feasibility analysis for using the Department of Defense (DoD)
CAC smart card technology in Community Support (CS) programs at NAVAIR
facilities. The purpose of the analysis was to determine if the technology
being deployed on the CAC could also be used by the various CS business activities
to collect patron use data and facility access control. Methodologies included
on-site and phone interviews as well as observations at several Continental United
States (CONUS) NAVAIR facilities and the Navy Smart Card office in Arlington,
Virginia. The study included the analysis of hardware and software options required
for the successful application of the technology.
Morale, Welfare and Recreation (MWR) Business Activities Analysis
We conducted a comprehensive analysis of accounting procedures for MWR business
activities at Naval Air Station (NAS) Patuxent River, MD, and Naval Air Engineering
Station Lakehurst, NJ. The analysis was to discover the causes of extreme variances
of the cost of goods sold percentages that were occurring at each activity. A
remediation plan was developed which included a training presentation for managers on
proper storekeeping and physical inventory procedures. Also converted the inventory
accounting system from a manual system to the Navy's Base Level Accounting System
(BLAS) for recording and tracking resale inventory.
Return on Investment and Internal Needs Validation Study
Our team of management science consultants performed Return on Investment (ROI) and
Internal Needs Validation Study (INVS) for several multi-million dollar construction
projects at Naval Air Station Patuxent River, MD. This included calculations for
Internal Rate of Return (IRR) and Net Present Value (NPV) using historical data as
well as projections. Assisted in the preparation of the project nomination packages
that were submitted for funding approval.
